In attached Macdonald-Laurier Institute Policy Brief, Ralph Thiele President of Eurodefense Germany, warns in an essay that NATO lags in terms of its understanding of complex hybrid warfare challenges and the capabilities needed to address such threats. At particular risk are the alliance’s members in Eastern Europe and the Baltics. As a result, NATO faces the serious risk that the alliance’s solidarity could be compromised by actors such as Russia.

Advies aan Eurocommissaris Kubilius over een Europese Defensie Unie

  Op weg naar een Europese Defensie Unie De Europese Commissie heeft eind 2024 besloten een Europese Defensie Unie (EDU) tot stand te brengen. Naar aanleiding van een verzoek van Eurocommissaris Kubilius heeft het internationale  Eurodefense netwerk een strategisch advies opgesteld voor de totstandkoming van die Unie. De EDU moet niet als statisch orgaan worden gezien, maar als een stapsgewijs politiek proces . Centraal in het door drie Eurodefense werkgroepen (Strategisch concept, Industrie en Export) opgestelde advies staan het versterken van de politieke autoriteit via een Europese Veiligheidsraad en het verbeteren van de operationele en materiele samenwerking door middel van gezamenlijke defensieplanning . Om de verdere integratie te financieren, pleit het advies voor gemeenschappelijke investeringen  en een sterkere focus op de eigen Europese defensie-industrie . Although the European Union is a major economic and regulatory power, it remains militarily dependent on external security guarantees. To become a more autonomous strategic actor, Europe needs to develop stronger military capabilities, strengthen its defence industrial base, and improve policy coordination among member states. The EU treaties already provide mechanisms that could eventually lead to a common defence, but the unanimity requirement makes progress slow and politically difficult.
