Under the current treaties of the European Union ( Article 346 TFEU), arms export s are a national responsibility. Defence relations and specifically their export dimension constitute a crucial element of foreign policy. At the same time, export potential is a key factor in the international competitiveness of the defense industrial and technological bases (DITBs).   Krachtens de huidige verdragen van de Europese Unie (artikel 346 VWEU) zijn wapenexporten een nationale verantwoordelijkheid. Defensierelaties, en met name de exportdimensie daarvan, vormen een niet onbelangrijk onderdeel van het buitenlands beleid. Tegelijkertijd is exportpotentieel een belangrijke factor voor het internationale concurrentievermogen van de defensie-technologische en industriële basis (DTIB’s) van de lidstaten.  Volgens gegevens van het Stockholm International Peace Research Institute (SIPRI) en het Europees Defensieagentschap (EDA) hebben Europese leveranciers hun positie aanzienlijk versterkt: van de wereldwijde wapenexport in de periode 2021-2025 was 28 % afkomstig uit de EU-lidstaten.
